各有關(guān)單位: 能源合作是“一帶一路”建設(shè)的重點(diǎn)領(lǐng)域。共建“一帶一路”倡議提出8年來(lái),在以習(xí)近平總書(shū)記為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)和親力親為推動(dòng)下,國(guó)家能源局全面貫徹落實(shí)“一帶一路”建設(shè)部署,秉持共商共建共享原則,堅(jiān)持開(kāi)放、綠色、廉潔理念,務(wù)實(shí)推進(jìn)“一帶一路”能源合作。能源領(lǐng)域各行各業(yè)通力協(xié)作,攻堅(jiān)克難,一大批能源合作項(xiàng)目落地生根,一系列能源合作成果順利落實(shí),為高質(zhì)量共建“一帶一路”做出了重要貢獻(xiàn)。 當(dāng)前,“一帶一路”建設(shè)已進(jìn)入精謹(jǐn)細(xì)膩的“工筆畫(huà)”新階段,為進(jìn)一步擴(kuò)大能源行業(yè)對(duì)外開(kāi)放合作,充分發(fā)揮企業(yè)、金融機(jī)構(gòu)、科研院所(校)、行業(yè)協(xié)會(huì)等各類(lèi)社會(huì)力量在“一帶一路”能源合作中的主體作用,深入推進(jìn)“一帶一路”建設(shè)高質(zhì)量發(fā)展,按照能源國(guó)際合作總體工作安排,我局?jǐn)M啟動(dòng)“一帶一路”能源合作伙伴關(guān)系合作網(wǎng)絡(luò)(以下簡(jiǎn)稱(chēng)“伙伴關(guān)系合作網(wǎng)絡(luò)”)相關(guān)工作,現(xiàn)將有關(guān)事項(xiàng)通知如下。 一、基本情況 2019年4月,在第二屆“一帶一路”高峰論壇期間,中國(guó)與29個(gè)國(guó)家在北京共同發(fā)起成立“一帶一路”能源合作伙伴關(guān)系(以下簡(jiǎn)稱(chēng)“伙伴關(guān)系”)。自成立以來(lái),伙伴關(guān)系組織了一系列項(xiàng)目對(duì)接和技術(shù)交流活動(dòng),取得積極成效。今年是“十四五”規(guī)劃開(kāi)局之年,為抓好用好“十四五”重要戰(zhàn)略機(jī)遇期,國(guó)家能源局計(jì)劃今年召開(kāi)第二屆“一帶一路”能源部長(zhǎng)會(huì)議,拓展伙伴關(guān)系成員,建立伙伴關(guān)系章程,發(fā)布“一帶一路”綠色能源合作倡議,為完善全球能源治理發(fā)出中國(guó)聲音,貢獻(xiàn)中國(guó)智慧,將伙伴關(guān)系建設(shè)成為共建“一帶一路”框架下能源領(lǐng)域高質(zhì)量合作的平臺(tái)。 伙伴關(guān)系合作網(wǎng)絡(luò)將作為伙伴關(guān)系的重要組成部分,國(guó)家能源局發(fā)揮把方向、管統(tǒng)籌作用,在“一帶一路”能源合作政府間合作框架下,更加充分地調(diào)動(dòng)企業(yè)、金融機(jī)構(gòu)、科研院所(校)、行業(yè)協(xié)會(huì)等各類(lèi)社會(huì)力量的積極性,與“一帶一路”共建國(guó)家開(kāi)展全領(lǐng)域、多層次、形式多樣的合作,力爭(zhēng)在未來(lái)5年內(nèi)形成一批最佳實(shí)踐案例,培育一批能源合作研究基地,發(fā)布一批優(yōu)秀能源合作智庫(kù)產(chǎn)品,在國(guó)際上塑造一批有影響力的能源合作專(zhuān)家,為能源行業(yè)培養(yǎng)一批能源國(guó)際合作優(yōu)秀青年人才,逐步夯實(shí)“一帶一路”能源合作伙伴關(guān)系的國(guó)際影響力,推動(dòng)“一帶一路”能源合作走深走實(shí)。 二、工作機(jī)制 伙伴關(guān)系合作網(wǎng)絡(luò)下設(shè)若干工作組,工作組由企業(yè)、金融機(jī)構(gòu)、科研院所(校)、行業(yè)協(xié)會(huì)等機(jī)構(gòu)組成,各工作組設(shè)立組長(zhǎng)單位。工作組工作領(lǐng)域包括但不限于油氣、電力、新能源等傳統(tǒng)領(lǐng)域,提倡建立綠色金融、智慧能源等先進(jìn)前沿領(lǐng)域的工作組,鼓勵(lì)建立青年創(chuàng)新網(wǎng)絡(luò)等工作組。工作內(nèi)容包括但不限于政策交流、規(guī)劃對(duì)接、技術(shù)合作、項(xiàng)目開(kāi)發(fā)、能力建設(shè)等,鼓勵(lì)各工作組創(chuàng)新合作形式,包括發(fā)布智庫(kù)產(chǎn)品,打造最佳實(shí)踐案例等,促進(jìn)能源務(wù)實(shí)合作。 各工作組在“一帶一路”能源合作伙伴關(guān)系框架下開(kāi)展工作,每個(gè)工作組設(shè)組長(zhǎng)單位,組長(zhǎng)單位應(yīng)充分發(fā)揮行業(yè)帶頭作用,牽頭制定本領(lǐng)域詳細(xì)工作計(jì)劃,組織各參與單位共同實(shí)施合作計(jì)劃,做好內(nèi)外協(xié)調(diào)溝通,形成合作成果,及時(shí)發(fā)現(xiàn)和解決合作中存在的問(wèn)題,并定期向我局報(bào)送工作計(jì)劃、總結(jié)、重點(diǎn)工作進(jìn)展等。各參與單位應(yīng)積極配合組長(zhǎng)單位做好相關(guān)工作,及時(shí)向組長(zhǎng)單位報(bào)送本領(lǐng)域合作需求和工作計(jì)劃等。各工作組在合作中遇到的普遍性和突出問(wèn)題,可提請(qǐng)我局根據(jù)實(shí)際情況協(xié)調(diào)推動(dòng)解決。 我局將定期評(píng)估各工作組的工作情況,對(duì)于各工作組提交的具有重要示范意義的優(yōu)秀合作成果將結(jié)合“一帶一路”能源部長(zhǎng)會(huì)議、“一帶一路”能源合作伙伴關(guān)系論壇等主場(chǎng)外交活動(dòng)進(jìn)行重點(diǎn)宣傳和推介,其他優(yōu)秀合作成果將通過(guò)“一帶一路”能源合作網(wǎng)、有關(guān)能源傳播媒體等進(jìn)行展示。 三、工作要求 請(qǐng)各有關(guān)單位結(jié)合工作需要,研提關(guān)于伙伴關(guān)系合作網(wǎng)絡(luò)建設(shè)和發(fā)展的意見(jiàn)建議,如有意向加入伙伴關(guān)系合作網(wǎng)絡(luò),請(qǐng)?zhí)顖?bào)《“一帶一路”能源合作伙伴關(guān)系合作網(wǎng)絡(luò)意向表》,并于6月30日前報(bào)送國(guó)家能源局國(guó)際司。 聯(lián)系人:丁偉 010-81929687 (電話(huà)) 010–81929663(傳真) 附件:“一帶一路”能源合作伙伴關(guān)系合作網(wǎng)絡(luò)意向表 國(guó)家能源局綜合司 2021年6月8日 Notice of Launching the Belt and Road Energy Partnership Cooperation Network Energy cooperation is a key part of the Belt and Road Initiative. Over the past eight years since the inception of this initiative, with the strong leadership and personal support from the CPC party with President Xi Jinping at its core, the National Energy Administration of China (hereinafter the NEA) has been fully implementing the BRI masterplan and advancing BRI energy cooperation in a pragmatic manner, adhering to the principle of joint consultation, joint contributions and shared benefits, pursuing open, green and clean cooperation. The energy industry has been working as one and despite of all the challenges along the way, a large number of energy projects are now up and running, delivering concrete results of the energy cooperation, making great contributions to the high quality Belt and Road cooperation. Now, the Belt and Road cooperation has begun a new journey into a meticulously detailed blueprint. In order to further promote international cooperation in the energy sector and allow businesses, financial institutions, research institutions, academia, industrial associations and other organizations to play their role in energy cooperation so as to achieve high quality Belt and Road cooperation. The NEA, following the work plan of international energy cooperation, plans to launch the Belt and Road Energy Partnership Cooperation Network (hereinafter the BREP Cooperation Network). The related matters are hereby notified as follows. 1.Background In April 2019, during the second Belt and Road Forum for International Cooperation, China, together with 29 other countries launched the Belt and Road Energy Partnership (hereinafter BREP) in Beijing. Ever since then, BREP has been organizing lots of project match-making and technical exchange activities, delivering positive results. This year is the first year of the 14th Five Year Plan period. In order to make the best use of the great opportunities brought by this FYP, the NEA plans to organize the second Belt and Road Energy Ministerial Conference this year, through which we will expand BREP partnership, establish the Term of Reference, release the BRI Green Energy Cooperation Initiative. We hope to communicate Chinese views and contribute Chinese wisdom for better global energy governance, building BREP into a high quality energy cooperation platform within the framework of the BRI. The BREP Cooperation Network will be an important part of BREP, for which the NEA will be playing a steering and coordination role. Within the intergovernmental energy cooperation framework as BREP, various social forces such as businesses, financial institutions, research institutions, academia and industrial associations will be mobilized to work with partners from BRI countries in all-sectoral and multi-tiered cooperation in diverse forms. Within five years, we plan to come up with a number of best practice cases, build several energy cooperation research bases, launch some quality think tank products, empower a number of world-renowned energy cooperation experts and young talents. Step by step, we will increase BREP’s international influence, deliver more concrete results in the Belt and Road cooperation. 2.Work Mechanism A number of Working Groups will be set up within the BREP Cooperation Network, which will be consisting of members from businesses, financial institutions, research institutions, academia, industrial associations and other organizations. Each Working Group will be led by a Leading Organization, and will be working on sectors including but not limited to oil and gas, electric power, new energy and other conventional sectors. Working Groups on frontier sectors such as green finance and smart energy, and Work Group on Youth Innovation Network, will be highly encouraged. Scope of work will include but not limited to policy exchanges, development program alignment, technical cooperation, project development, capacity building, etc. Working Groups are encouraged to innovate the way they work together, for instance, they can jointly launch think tank products and build best practice cases so as to promote pragmatic energy cooperation. All Working Groups will be working under the umbrella of BREP, and the Leading Organization should play a pacesettiing role by making detailed work plans, organizing members to implement the plans, coordinating and communicating internally and externally, delivering results, identifying and resolving issues in a timely manner, and regularly reporting to the NEA with work plans, execution reviews and progress on key issues. Members of the Working Group shall work together with the Leading Organization, and summit cooperation needs and their own work plans in a timely manner. If the Working Groups encounter common or pressing issues, they can ask the NEA for solution through proper coordination in line with the specifics of each case. The NEA will regularly evaluate the performance of each Working Group, and showcase exemplary cooperation outcomes that can serve as demonstrations on ministerial conferences, the BREP forums and other important diplomatic events hosted by China. Other excellent cooperation results will be shown on the official website of the Belt and Road Energy Cooperation and through other energy related media channels. 3.Work Requirements Please make suggestions in line with the needs of your organization so that we can better develop the BREP Cooperation Network.
